Looks like a Texas Plate. I think I recall this car for sale in Texas. It hasn't been registered in CA and probably wouldn't pass smog. If seller could get it through CA with a Legal exemption pass (there are some loopholes if you own car in a different state and then move here) it would be a little more valuable as then another CA resident (me) could buy it 
and get it smogged every year.
