The pad does make full contact, check the bedded-in photo and you can see the contact area is inside the rotor OD.

The only way to get Tokico shocks for our cars is to get them at the Ford dealership. The shocks that Tokico makes for FCSD have received all of the upgrades and "lessons learned" that they apply for OE production (Explorer, Expy/Nav run Tokico monotubes too).
