brake booster, hard??

resurrecting a 68 XL conv, new booster, at about 1/4" travel of the input rod, it gets real hard!! As in rock hard with much force. No master cyl yet, nor vacuum (no engine yet!!) I would expect resistance knowing in general the spring etc inside. Thoughts??
 
Last night I rigged up shop vac (good ole duct tap) and with booster in car, and attached to brake pedal, After several pushes, it broke free. Must have been stuck, works fine now. Need about 10 lbs force to move, holding booster in hand.

Rod is adjustable, but is independent of this.
