I would say first you need to adjust the linkage underneith the car, a LOT safer than neutral dumping, aside from the fact that that probably doesn't really do anything to address the real problem at hand. If your transmission has ever had to be pulled out of the car, I can almost guarantee you it's the linkage.
Here's a quick test to see if it's linkage, I was able to isolate it this way myself: if you are in drive and all 3 normal gears shift and engage properly but OD won't engage even when it is enabled and you are in Drive, try nudging the shifter forwards while it's in drive and see if that makes it go. You won't need to go to neutral, just try to kind of force it forward while it's still in drive. If it engages, you need to readjust the linkage under the car, which is VERY simple, you just need stands to get under the car to do it and a rachet to loosen the bolt so you can move the arm.
