We have a winner!

It is the flap just in front of the wheels that allows you access to the back of the foglights for changing a bulb.
I removed this one when I installed my remote mount oil filter in the location that the flap once resided.

You can have the flap if you want it!
 
One of the sides didn't have one of those. At least the 2003s. did they add that? I remember someone showing the gap to Steve Babcock and him going "huh, that is odd"

You’re thinking of the forward wheel well splash panel , I think the passenger side has it but the driver side doesn’t.

My filter is there now too. Also in there is my air compressor mounted upside down, my 3 1/2” intercooler piping, and a 50mm Tial. That area is definitely full! [emoji6]
