The down side is that states, counties and cities derive a large percentage of their revenue from Gasoline taxes. However they make their budgets a year in advance. Already governments are screaming about loss of revenue that they can't make up and are ready to raise taxes, cut services or both. There may not be a silver lining to this bonanza at the pump.
I would rather have stability at a reasonable price than these non-programmed ups and downs.

That would be correct.Correct me if i'm wrong but i think the taxes are per litre/gallon, meaning daily fluctuations don't affect the taxation take.
